Mr. Chairman, this isn't an easy subject to deal with, but it cannot be swept under the rug. It is good that the Pentagon has taken steps in recent years to adopt stronger and more responsible policies when it comes to civilian casualties. {time} 1315 We need to keep pressing forward on this work to make sure we have the best information, to make sure this is a problem taken seriously and being dealt with, and to make sure the United States is behaving responsibly when these tragedies do occur. Mr. Chair, I ask for Members to support this measure, and I yield back the balance of my time.
