I thought we were debating Mr. Poe's and Mr. Connolly's bill. I didn't realize that climate change was on the agenda. Let me say that today, Secretary Kerry met with a bunch of businesspeople and led a meeting, and they talked about climate change because climate change is real. Madam Speaker, I yield 5 minutes to the gentleman from Virginia (Mr. Connolly), a valued member of the Foreign Affairs Committee and an author of this legislation.
