The question is on the motion offered by the gentleman from New York (Mr. Engel) that the House suspend the rules and pass the bill, H.R. 5586, as amended. The question was taken; and (two-thirds being in the affirmative) the rules were suspended and the bill, as amended, was passed. The title of the bill was amended so as to read: ``A bill To measure the progress of recovery and efforts to address corruption, rule of law, and media freedoms in Haiti.''.
