I think that it is very clear to say that this is a broad- based bill, and I do hope that we will pass it. We have a tradition of doing that on the Foreign Affairs Committee, and we will do it again. But climate change, global warming, is a factor. We can put our heads in the sand like an ostrich and pretend it is not there, but it is there and it is big; and if we don't do something about it soon, we are all going to pay the price in the future. Mr. Chair, I urge a ``yes'' vote for this important bill, and I yield back the balance of my time.
