I want to once again thank Mr. Deutch and Mr. Wilson for their hard work in authorizing this measure. I want to thank Mr. Deutch for his kind words. We have worked very closely together through the years on the Foreign Affairs Committee. He has been one of the best members--always there, always fighting, always principled--and I thank him for the nice, kind words he said about me. We all say kind things about him because he is such an important member of the House Foreign Affairs Committee, and I have enjoyed serving with him all these years. So I thank the gentleman from Florida (Mr. Deutch). Mr. Speaker, let me say, I urge all Members to join me in supporting this legislation, again, Mr. Deutch's and Mr. Wilson's hard work in authoring this measure. I urge all colleagues to support this, and I yield back the balance of my time. The SPEAKER pro tempore. The question is on the motion offered by the gentleman from New York (Mr. Engel) that the House suspend the rules and pass the bill, H.R. 4644, as amended.
