I particularly want to thank Chairman Engel for his leadership, as well as the whole committee, for making the Caesar Act a reality.
This legislation could go a long way toward putting Burma back on the path toward democracy.
The Caesar Act imposes the most sweeping sanctions on the Syrian regime and its backers since the start of the civil war.
I think that is scandalous and I think it, frankly, undermines whatever policy we are pursuing in Syria.
