Let me just say that the President always has a legal right to defend America, U.S. forces and embassies, and this resolution explicitly exempts the defensive actions described in the War Powers Resolution. The War Powers Resolution has been around since 1973, and it has never prevented the President from defending America. Again, this amendment just enforces the text of the War Powers Resolution. I yield 1 minute to the gentleman from Massachusetts (Mr. Moulton), not only a Member of this body, but a combat veteran. I thank him for his service.
