What we would like to do is to ensure that the way entities are operated encourages whistleblowers.

If crimes were committed... there needs to be an appropriate and strong law enforcement response.

Integrity is the key, and law enforcement, which is my background, is what enforces that.

We need to have the most productive partnership with our Mexican counterparts that we possibly can have.
