Simply to say I thank the Senator for the factual way in which he responded to our facts, the Office of Management and Budget. I congratulate the Senator, as I always do, on a civil discussion here. We have large issues to be decided. I think in the future growing deficits can be prevented, with the likes of Senator Simon on this Senate floor, the likes of Senator Byrd and Senator Murkowski, for that matter, by our own choice as Senators, and we need not have an amendment to the Constitution. But that is the debate we are having. I thank you for allowing me the time. The President pro tempore has been most generous of his time. I will return to the floor when you have time for me.
