Slap Egypt in the face? Tell Morocco, the country that was the first to recognize us going back to the 18th century and has been very supportive throughout the postwar era, ``Nope, not satisfied?'' Tell Mexico we obviously do not know what we are doing up here? No, Mr. President. Having stated that, I understand the frustrations that the Senator from Mississippi may well feel, even so, this does not in any way affect the countries that are to be on this list. The only country whose freedom of action will be limited by this amendment is that of the United States of America. This is no time for that, no reason for it, and I do hope that the distinguished manager will move to table this measure because I see nothing but mischief. There will be consequences abroad with countries that we are in active, close, friendly, supportive, instructive relations. There will be deleterious consequences. We will do ourselves harm. There is no need nor occasion to limit ourselves in this way. Mr. President, I yield the floor.
