Well, I think that's a very good question because, normally, our criminal justice policies are aimed at reducing crime, right? Deterring, say, criminal activity.

I believe that without a sincere answer or solution from the government, the people won't be backing down.

It is not a pure disparate impact standard. Liability depends on factors that are similar to the factors for a finding of unconstitutional discrimination.

That suggestion is fundamentally incompatible with the basic promise of equal justice under the law.
