“$72,000,000, to remain available until expended, of which $3,500,000 shall be derived from the Oil Spill Liability Trust Fund: Provided, That there may be credited to and used for the purposes of this appropriation funds received from State and local governments, other public authorities, private sources, and foreign countries, for expenses incurred for research, development, testing, and evaluation: Provided, further, That, of the total amount appropriated under this paragraph, $50,000,000 shall be available for the Secretary of Homeland Security to award grants to national laboratories, private nonprofit organizations, institutions of higher education, and other entities for the support of research and development of technologies that can be used to secure the ports of the United States: Provided, further, That, the proceeds of grants made under the preceding proviso may be used to develop technologies such as equipment that accurately detects explosives or chemical and biological agents that could be used to commit terrorist acts in the United States.”
