I rise in agreement with the Senator from California against the amendment of the Senator from Ohio. I make this argument--and I am sorry the Senator from Pennsylvania is not here--if I were to offer an amendment that said you couldn't use your Federal dollars to buy a handgun from your salary, there would be outrage on that side. They would say: We haven't made handguns illegal. You may think they should be. I don't, it so happens, but for the sake of argument you think handguns should be illegal. But fight it on the issue of handguns, don't fight it by taking away Federal employees' rights. There would be outrage from the very same people who are now saying this.
