I thank the Senator. The Senator was gracious. There are two separate issues here, one of which I think most of us on this side would accept. The other we could not. To lump them together would have tied two issues together that were not fair. The Senator from Oklahoma was extremely gracious. He said right away: We will divide them. He did not have to do that. I very much appreciate that.
