It is a simple and noncontroversial amendment. It would dedicate $1 million of unallocated balances from fiscal year 1997 for police recruitment grants authorized in the 1994 crime bill. The program was inspired by the efforts of St. Paul's Community Baptist Church in East New York. The purpose is to improve community policing by recruiting residents of inner-city neighborhoods to serve as police officers in their communities.
