I have an amendment to the Fiscal Year 2001 Energy and Water Appropriations bill prepared on behalf of myself, Senator Moynihan, Senator Lautenberg, and Senator Torricelli, that would dedicate $53 million and $5 million, respectively, for the Kill van Kull and Arthur Kill channel deepening projects in the Port of New York and New Jersey. These are the amounts that the President's Budget requests for the vital navigation projects. I will withhold from offering the amendment at this time. I would just like to ask the Chairman and ranking Member, who are working hard to stay within their allocations, if they agree that the redevelopment of the Port of New York and New Jersey to accommodate modern container vessels is in the national interest. I would also like to inquire whether they will grant both of these projects priority consideration in the event that additional funds become available under the Army Corps accounts.
