Mr. President, I want to say to my colleague from Arizona I very much appreciate his words and I appreciate the respect he has shown for how I feel about this particular issue. But I would like to say another thing here. We are in a little bit of ``Alice in Wonderland.'' The number of times I have risen to my feet in this body to object because I did not want an amendment to come forward can be counted on a single hand over the last year or two. My good colleague from Oklahoma has made himself a legislative powerhouse by regularly using that practice. In fact, my guess is--more than my guess, the reason his amendment was included on the list of five--there are hundreds of amendments pending--is because he told people just what he would do: He would object to every other amendment unless his amendment was included. Let me say here that if this process is going to change, it is not going to start changing in one of the rare moments when the Senator from New York or some of my colleagues here use a process that has been regularly used by the other side to achieve their goals or thwart other people's goals. We are not going to start at this moment changing things when an amendment of great importance to many of us on this side is at risk. I find it unfair and in fact I find it a little bit turning the world--not the world, but the facts of how this body works--inside out.…
