reserving the right to object, John McCain is my good friend for whom I have ultimate respect. I was just informed of this amendment and was informed it would not enable--we have a real problem in Rochester, where they do not have enough VA services. They have to drive very far away to go to a big metropolitan area. I am going to object, hoping I can talk to my friend from Arizona to see if we can work this out. So I object. The PRESIDING OFFICER. Objection is heard. The Senator from Arizona. Mr. McCAIN. Mr. President, I don't know what the credentials are of the Senator from New York as far as veterans are concerned, but I know this. I know that what the Senator from New York is stopping is 160,000 veterans--160,000 veterans--from participating in this program in the western part of the United States.
