it is my understanding that the Senate has received a message from the House of Representatives to accompany H.R. 4521. The PRESIDING OFFICER. The Chair lays before the Senate a message from the House. The senior assistant legislative clerk read as follows: Resolved, That the House disagreed to the amendment of the Senate to the bill (H.R. 4521) entitled ``An Act to provide for a coordinated Federal research Initiative to ensure continued United States leadership in engineering Biology.'', and ask a conference with the Senate on the disagreeing votes of the two Houses thereon.
