It does, indeed, because this year's bill is even broader. It could be spent on those purposes. Would not the gentlewoman admit if New York City would not want to spend an additional nickel on police of any sorts, that that would be permissible under the present proposal, but it would not be permissible under the present law, last year's proposal; is that not correct?
