“I rise to enter into a brief colloquy with the distinguished chairman of the Senate Appropriations Committee regarding a section which would provide $100,000,000 in badly needed transit capital investment grants to those transit agencies that were most severely impacted by the terrorist attacks of September 11, 2001. Mr. Chairman, it is my understanding that the Metropolitan Transportation Authority (MTA) of New York State and the Port Authority Trans-Hudson (PATH) commuter rail system as well as transit authorities in New Jersey would be eligible for the assistance provided under this provision as these agencies would have to be considered among the most severely impacted by the terrorist attacks of September 11, 2001.”
