I think the gentleman makes an excellent point here, and that is that we have had a dramatic reversal. A program last year supported by so many of you, a program that you wrote in favor of, a program that is bringing hundreds and hundreds of cops to each State, is now no good and the blank check to local politicians across the country decried by Speaker Gingrich 6 months ago is now the right thing, the best thing to do.
