I want to say that I think the Judiciary Committee amendment is careful and balanced and takes into account both security and liberty. I also note, my colleague from Utah talked about the fact that every citizen would need a warrant in terms of wiretapping. There always has been, and will be in this bill, an emergency exception. So if we have to quickly find someone, there will be an ability to wiretap, and then go get the warrant. We do insist, however--and this is one of the big differences on oversight--to make sure those emergency provisions and the other provisions are being used according to law, and it is not willy-nilly, whatever anybody wants at any time in any place.
