I am about to offer a substitute amendment that is the last step we need to ensure that the House can move forward expeditiously and help bring the bold relief the American people so need. Mr. President, I ask unanimous consent that it be in order to call up amendment No. 888, and that if the amendment is agreed to, it be in order to call up the McConnell amendment; thereto, notwithstanding adoption of the Schumer-Sanders amendment 888, that these be the only amendments remaining in order.
