Mr. President, the Senate will vote this evening on an amendment offered by Senator Durbin to establish a deficit-neutral reserve fund supporting legislation that would allow States to enforce State and local use sales tax laws. I will vote in support of this amendment because I believe it is important to levy sales taxes fairly and consistently and because States, especially those currently facing budgetary challenges, need to have the tools necessary to collect revenues that are lawfully due. With that said, my support for this amendment should not be mistaken as support for any specific legislative proposal, including the Marketplace Fairness Act of 2013, S. 336. I look forward to working with Senators Durbin and Enzi, the leaders of this effort, in the months ahead to craft a legislative proposal that meets these goals without unduly burdening small businesses or States, such as New York, that already have a system for collecting sales taxes from online retailers.
