I yield to the Senator from Arizona. The PRESIDING OFFICER. The Senator from Arizona is recognized. Mr. McCAIN. The Senator from Ohio is working on E-Verify. I think he has come up with some very good ideas on how we can improve a vital part of the bill; that is, verification of someone who applies for a job. That is the magnet that draws people across the border. Again, we look forward to those kinds of improvements and many other suggestions that have been made. How you can manufacture 3,500 new personnel and say it doesn't add to the cost and it will be reallocated, I want to know where it has been reallocated from.
