Mr. President, my colleague said he wanted to make sure his colleagues on that side of the aisle didn't want to do anything else until they made sure there was a tax cut for every American. Let me pose a hypothetical. Let's say we gave a tax break to every American whose income was below $1 million but not to people above $1 million. Would he and his colleagues continue to block things, such as the unemployment insurance, the HIRE Act, and energy tax credits? In other words, when the Senator says a tax break for every American, does he mean it has to be for millionaires?
