Madam President, there are more than 35 million households and businesses that receive door delivery in every State across the country. As originally written, the postal reform bill would have pushed the Postal Service to stop delivering mail to individual doors and mailboxes. Instead, the Postal Service would install apartment complex style group boxes, where all the mail for a given street or neighborhood would be delivered to the boxes that were grouped together in one place. Rather than have mail delivered to their mailbox or door, homeowners could have been forced to travel further from their home simply to pick up the mail. My amendment simply preserves the same door delivery only for customers who already receive it. In other words, not for new complexes. But for existing houses, they should keep the delivery the way it is. What some people may not know is the Postal Service already has the authority to eliminate door delivery, but the Postal Service has not mandated such a change because they know how unpopular it would be. By removing the door delivery provisions from this bill we can ensure the Postal Service will continue to provide the door delivery service our constituents expect and rely upon.
