My final question is this: Since we have a Department of Homeland Security that needs funding and the issue of immigration is a controversial issue--one on which we relish a debate--wouldn't it be possible for the majority to pass a Department of Homeland Security bill without extraneous and controversial amendments, send that back to the House, and then move immediately to debate the immigration proposal that was added to the bill by the House or any other immigration proposal they wish to bring forward? I am not saying they will do it; I am just asking my dear friend, isn't that possible procedurally for the majority to do?
