I rise to read a quote that I thought my colleagues might be interested in. Let me first read the quote. It says: Secondly, there are such things as roving wiretaps. Now, by the way, any time you hear the United States government talking about wiretap, it requires--a wiretap requires a court order. Nothing has changed, by the way. So when we're talking about chasing down terrorists, we're talking about getting a court order before we do so. It's important for our fellow citizens to understand, when you think Patriot Act, constitutional guarantees are in place when it comes to doing what is necessary to protect our homeland, because we value the Constitution. Now, that sounds like something that would come from somebody saying, of course, we ought to have court orders before we wiretap our citizens. Well, let me tell my colleagues who made this statement. It was President Bush in 2004, on April 20, in my home State of New York, in the great city of Buffalo. Let me read what the President said while we are talking about this new revelation about wiretaps. He says again, this is a quote from President Bush, April 20, 2004: . . . any time you hear the United States government talking about wiretap, it requires--a wiretap requires a court order.
