I first wish to give kudos and accolades to my friend from Wisconsin for the great job he has done on this issue. It took a particular kind of strength, a particular kind of courage to get this to happen, and he did. He had all of that, and he did. I salute him. The Nation salutes him this morning as we saw what happened on the floor of the House late last night. I salute my House colleagues... To not move forward would have been a mistake. I join my colleague from Wisconsin in urging that the House send us the bill quickly and that we pass the bill quickly without further debate in the Senate. We all know how this bill has a unique and peculiar way of getting bogged down... We are really close. We are on the 1-yard line. It has been a long game, and we can declare victory if the House sends us the bill and we just pass it.
