“I plead with you; this is not a political issue for me at all; this is about the safety of America. Let us find some way to find some money. I can assure every one of my colleagues that the money could be well spent. Every expert says it can be done. And every expert who looks at our budget says it is not being done now or is being done at such a slow pace that we are almost inviting people to harm us. So I am disappointed--I have to tell you, I am disappointed, whether we violate the Budget Act or not, because I am willing to go either way--that we cannot find one thin dime more for this vital research.”
