If you are a small community and you have a couple of schools in your community and your ground water is polluted, costing you millions of dollars--and that means the property taxes have to go way up--and you know some oil company or refiner, or whatever, polluted that soil knowingly, and the MTBEs leaked in, you have no recourse against the company and there is no Government backstop as in Price-Anderson, so the local taxpayers would be stuck; is that correct?
