while they apparently negotiated a significant settlement, it in fact did not reimburse the Federal Government for 20 years of egregious behavior which I would say was deliberate.

this is a very important area for continued investment. And anything that would diminish the interest and the talent of the next generation in joining that workforce is something we should be very cautious and careful about.
