I rise in opposition to the amendment offered by the gentleman from Pennsylvania. Mr. Chairman, as has been stated, there are times when I believe that capital punishment is the appropriate punishment, but that does not mean a jury should not have a choice, and, as this amendment is written, my colleagues, the bill would give the sentencing jury three options: the death penalty, life without the possibility of parole, and a prison term set by the judge. The Gekas amendment would eliminate the option of life without parole or release. So, if the jury thought that this----
