This is an historic moment. For the first time this body is recognizing the anguish out on the streets that hollers to us, do something about crime. We are tough on punishment. We are smart on prevention. This bill should not be deterred by the ideologies of the far left or the far right. The racial justice provision is fair and balanced without any retroactivity. We cannot turn this bill back to committee. This is an historic moment. Reject the motion to recommit. Pass this bill and for once make America proud of this Congress.
