I rise in opposition to H.R. 830. This bill is one of four separate anti-foreclosure programs aimed at helping troubled homeowners stay in their homes that the new House Republican majority is planning to end. What is very troubling is that they don't have any idea of what to put in its place. We know that we have 12 million mortgages that are underwater, that need help. They are in all of our States, but they are not coming forward with any ideas of how to help the economy or how to help the people. Now, this particular program is just getting started. It is the FHA Short Refinance Program, and it is one of the foreclosure prevention programs that would not only help the individual homeowners, but also help to stabilize the overall U.S. housing market, which is 25 percent of our economy. The result of ending this program would be hundreds of thousands of additional foreclosures and steeper price declines in our housing. It is outrageous. It is shortsighted. It is mean, and it is wrong.
