“This program has the potential to help underwater mortgages across our great country, which is germane to the bill we're debating today, because the bill terminates the potential of this help. You have no findings in this bill that you're rushing to the floor. It is germane to talk about the hundreds of thousands of homeowners that are out there that possibly could lose their home because this program is being terminated. This is germane, in my opinion, to the underlying bill.”
