States across the country have this challenge. As I said, almost 11 million mortgages are underwater, or 22 percent of all outstanding mortgages. By passing this bill, we are saying that we have no solutions for these homeowners. It is not good for the homeowner, not good for the economy, and certainly not good for our country. President Obama has issued a statement that he will oppose the termination of this program and indicated that he will veto it when it gets to his desk. But I urge my colleagues to join me in vetoing this rule and vetoing the underlying bill in order to help our economy and to help homeowners stay in their homes.
