“If I had a dime or a dinar for every time I have heard that the Saudis were thinking about changing, I would be a very wealthy man. The fact of the matter is, the Saudis talk a very good game. Whenever there is a flash point of terrorism that comes back to them, they say, oh, we have changed. They have become professionals at dividing up the royal family and having a handful go talk about peace while a handful talk about terror. Let me just say they are not just talking and this is not just a thing of the past. As recently as 6 months ago, it was revealed that the Saudi royal family was paying bounties to terrorists, bounties to terrorists. I would also point out to my distinguished friend from California who said that the timing is not right, well, to be honest with my colleagues, that is exactly the same argument that was made on this floor during the Foreign Operations Appropriations bill. The timing is now. I would point out that we cast the vote on that amendment which was narrowly defeated early in the morning of the day that the report came out on who was behind the terrorist attack on September 11. And while the 28 pages were not released, and I have not seen them, let me say this: the Saudi Arabians had a role in the attack on our country on September 11. Every arrow points that way.”
