I object to the consideration of this bill because it violates rule XXI, clause 11, which requires a 72-hour layover of the bill and for it to be electronically noticed in order for it to be considered by this House. This bill did not lay over for 72 hours. It was noticed at 1:42 p.m. on Tuesday; therefore, it has to wait until 1:42 on Friday to be in compliance with the rules of the House.
