If we knew in the period--when we passed the Victims Compensation Fund, that sitting out there in the audience... were a whole group of people that had a deadly seed that was born on September 11th within them... there is no question that, in a bipartisan fashion, we would have included them in the bill.

I think actually this is an interesting conversation about whether or not you should have insurance regulated by states.
This is, in my view, not a federal case. In my view, this is not an international conspiracy. This is a hoax, and I think that people should treat it that way.
