We do feel that this will make significant undercount in certain communities for those individuals who are incarcerated, and as stated today, what is at risk between representation and as well as funding, there are many communities, obviously, of color will be disproportionately disadvantaged by incarcerated populations being counted in the jails and prisons where they are.
