I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 7, after line 5, insert the following paragraph: (9) Article 8 of the Paris Agreement states that ``Parties recognize the importance of averting, minimizing and addressing loss and damage associated with the adverse effects of climate change, including extreme weather events and slow onset events'' such as drought conditions and water scarcity. The Acting CHAIR. Pursuant to House Resolution 329, the gentlewoman from Nevada (Mrs. Lee) and a Member opposed each will control 5 minutes. The Chair recognizes the gentlewoman from Nevada.
