Sadly, as is often the case with the Federal Government's treatment of American Samoa, the Northern Mariana Islands, Guam, Puerto Rico, and the U.S. Virgin Islands, U.S. citizens and nationals living in the insular areas do not receive the same services and benefits afforded to the rest of the American people.
