“The material I previously referred to is as follows: Executive Summary Background In January 2012, under growing community concern and scrutiny of its use of deadly force practices, the Las Vegas Metropolitan Police Department (LVMPD) agreed to take part in an initiative sponsored by the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS Office), known as the ``Collaborative Reform Model.''
