``They need our assistance in these difficult times, and we cannot let them down.'' The unemployment rate then was 6 percent. It is much higher now. That Congress voted 416-4 to extend unemployment benefits, and under George W. Bush they did it five times. They didn't ask for one pay-for because it was important for the American public. It is time for us to do the right thing on behalf of 1.4 million Americans.
