I believe, Madam Speaker, that one person can make a difference; and I believe that all of us serving in Congress, united, speaking with one voice, will make a significant difference to the people of Afghanistan. If we sit back and do nothing, knowing of the widespread pain and suffering of innocent women and children caught up in the madness of Taliban rule, then I fear we are almost as guilty as those who have perpetrated these crimes against humanity. Now is our time to speak out, now is our moment in history to make a difference, and I urge all of my colleagues to support this resolution.
