The Senator from Missouri is correct. If I might, Mr. President, I say to my colleague from Missouri, in his absence I noted his steadfast support and his diligence over many, many years in bringing this piece of legislation to the floor. I would just like to say in his presence that we would not be where we are today had it not been for his leadership as well in the bipartisan working effort that he and I have put together with some of our other colleagues and his staff, and I salute the Senator from Missouri for his commitment. Just as he experienced in St. Louis, every Member of this body will hear from constituents who have problems similar to that which the constituent of the Senator from Missouri shared with him this morning and as I have shared previously in my opening statement.
