I think he did an outstanding job. I would not hesitate at all to recommend him to be reappointed.

Congress provides O&M funds to the military Services with the understanding that these funds will be applied wisely by military leaders to address the most urgent requirements.

I have come to the conclusion that the appalling conditions in Building 18 were the result of a failure in leadership to respond to and correct identified deficiencies.

This wasn't necessarily an issue of lack of oversight, it was an issue of misplaced priorities.

So, who decided to spend money on drapes, carpet, and ceiling tiles while ignoring the basic problems of Building 18?
